Why the difference in attitude?
It is important to ask why those surveyed have the impression they do? That is, let's assume the results from this survey are accurate, and that Afghans surveyed represent a consensus view. Why do they believe that Indians are better partners in aid than Americans? One possibility is that Indians give aid with fewer strings attached, either explicitly or implicitly. Another possibility is that Afghans see Americans as imperialists, and thus, any aid is necessarily tarnished. That is, despite the fact that aid should be perceived as a good, it is in fact seen as an evil, because American intervention is itself an evil action. On this view, Indian aid carries less baggage, and thus, Indians are perceived as better partners.

American intervention as “evil”? Oh I hope this is not a spreading consensus. I know America can have a strong “agenda.”

The stated premise was that throughout the Middle East millions of young males—especially the dismal prospects for employment; almost no hope of getting respect from the national police…
Life for women under extremist authorities is, of course even more severe than for men. Yet it is in almost all societies the restless young men who are the tinderboxes of violence.

Is it always this way? “restless young men?” so having a job is so very important for stability on many levels.

In the past, foreign or multinational companies often hired expats from the company’s home country for china based management roles. But now many companies are opting for local talent who speak the language, know the culture, and understand the market. At the same time, the properity of chinese companies is heating up competition for talent, forcing foreign companies to alter their recruitment strategies and work harder to match salaries.
Four or five years ago Bausch and Lomb only had to compete against other multinational ompanies for talent; today it is state-owned and local companies as well that are making competition harder.

Ahhh…the culture is important. It’s nice to see china coming into it’s own. More power to them. More middle/upper class. I’d like to go see china sometime…it has probably changed A LOT in the last few years.
