Why the difference in attitude?
It is important to ask why those surveyed have the impression they do? That is, let's assume the results from this survey are accurate, and that Afghans surveyed represent a consensus view. Why do they believe that Indians are better partners in aid than Americans? One possibility is that Indians give aid with fewer strings attached, either explicitly or implicitly. Another possibility is that Afghans see Americans as imperialists, and thus, any aid is necessarily tarnished. That is, despite the fact that aid should be perceived as a good, it is in fact seen as an evil, because American intervention is itself an evil action. On this view, Indian aid carries less baggage, and thus, Indians are perceived as better partners.
American intervention as “evil”? Oh I hope this is not a spreading consensus. I know America can have a strong “agenda.”
